Instant payments are electronic payment solutions that process payments in real time, 24 hours a day, all year long. Instant Payment Settlement (TIPS) is a market infrastructure service launched by the Eurosystem in November 2018.

It enables payment service providers to offer fund transfers to their customers in real time and around the clock, every day of the year. This means that thanks to TIPS, individuals and firms can transfer money between each other within seconds, irrespective of the opening hours of their local bank.

TIPS, ESMIG, T2S

ESMIG was developed in the context of the Market Infrastructure Services’ Consolidation project, the Eurosystem Single Market Infrastructure Gateway (ESMIG) will provide a single access point for external inbound and outbound communication to all the TARGET Services, the market infrastructure common components and applicationsThe ESMIG represents the single access point for the external communication to all market.

ESMIG is infrastructure services. It offers scalability to cope with the different market infrastructure service throughputs and it ensures that the traffic of one backend service may not impact the processing time of messages from or to other services.

ESMIG has been developed to ensure maximum resiliency for the connection to TARGET Services.

TARGET Services are a number of services developed and operated by the Eurosystem which ensure the free flow of cash, securities and collateral across Europe.

These financial market infrastructure services include T2 (for settling payments), T2S (for settling securities), TIPS (a service for instant payments) and ECMS (a service for collateral management). All of them settle in central bank money.

Exception & Investigation

At present, exceptions and investigations are handled manually in most back-offices. The obvious reason is the excessive use of SWIFT free format messages for such purposes: 90 percent of exceptions and investigations are backtracked by MTx99 format messages! Therefore, banks are faced with rising costs caused by laborious processes, not to mention associated operational risks and the well-known effects on service level quality.

In the future, the new SWIFT Exceptions and Investigations messages in XML format will increasingly make the handling of exceptions and investigations easier.
